You can turn on your TV with Google Home by using Google Chromecast. You will need two things to do this, a TV with CEC support and a Google Chromecast dongle. The CEC or Consumer Electronics Control, in short, allows your TV to be powered on through HDMI devices such as a streaming player.

Give it different commands, such as raising and lowering the volume or opening a specific streaming app you want to watch. Your Chromecast and Google Home App will need to be on the same Wi-Fi network in order to properly work together.
